Sur-Loc Founder Bill Swager began a rigging career in the 1940's. In the early 1950's, he began his own tower erecting company, now known as Swager Communications, Inc. As time went by, his sons joined him in business.

In the late 1960's, a close personal friend of Bill's fell to his death while installing a 625-foot tower for the U.S. Navy. That loss, and others in the news, inspired Bill to design and develop the Climber's Buddy systems of safety rails and hardware.
