聯(lián)合國在2015年可持續(xù)發(fā)展峰會(huì)提倡的《改變我們的世界——2030年可持續(xù)發(fā)展議程》,當(dāng)中提到:減少廢物,回收廢物和提高水和能源的使用效率是城市可續(xù)發(fā)展是其中最為關(guān)鍵的策略。然而,由于亞洲經(jīng)濟(jì)迅速的增長,城市與工業(yè)化給環(huán)境帶來的污染及影響已達(dá)非常嚴(yán)重的地步,怠慢了城市的發(fā)展。尤其是廢物累積的進(jìn)展極快,許多亞洲城市正在很積極的進(jìn)行廢物管理,由于市政府每年需要高昂的費(fèi)用來應(yīng)對(duì),帶動(dòng)了廢物管理市場(chǎng)的發(fā)展,成為了重要經(jīng)濟(jì)支柱之一。
此外,根據(jù)中方提倡的“一帶一路”政策,綠色元素是可續(xù)發(fā)展的關(guān)鍵,分享中國過去在廢物管理豐富的經(jīng)驗(yàn),能配合沿“帶”沿“路”發(fā)展中國家提升自然生態(tài)系統(tǒng)和保護(hù)力度,實(shí)現(xiàn)政策溝通、民心相通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通(“五通”),共建國際大通道和經(jīng)濟(jì)走廊,加強(qiáng)不同文明交流互鑒,互利合作,邁向新的歷史高度。廢物管理已成為亞太區(qū)域的焦點(diǎn),但是依然存在著許多缺陷,在政策,科技和社會(huì)配合的方面,還有待改進(jìn),需要各方面合作才能實(shí)現(xiàn)城市化的可續(xù)發(fā)展。
全球城市所制造的廢棄物估計(jì)每年是13億噸;亞洲城市則每日的廢棄物總量是1百萬噸。以現(xiàn)在人口攀升和城市化的進(jìn)度來計(jì)算,在2025年,全球廢物制造總量估計(jì)將達(dá)到22億噸。根據(jù)世界銀行作出的統(tǒng)計(jì),全球固體廢物管理市場(chǎng)的潛力將增加至1.2兆美金,亞洲城市每年平均對(duì)廢棄物的預(yù)算將攀升至47,000,000美金;而中國境內(nèi)未來5年預(yù)算將運(yùn)用370億美金來解決國內(nèi)固體廢物所帶來的問題,突顯了廢物管理市場(chǎng)的潛力,為該領(lǐng)域帶來了許多商機(jī), 提高了廢物管理在跨區(qū)域上的合作。

Building Sustainability in an Urbanised World through Strategic Waste Management
Having developed its industrial base and achieved high economic growth for the past few decades, today, Asia is highly urbanised and industralised. This has had a major impact on the environment - heaps of waste generated; growing even faster than the rate of urbanisation.
based on estimates, the world cities generated 1.3 billion tonnes of waste annually with Asia accountable for 1 million tonnes per day. With current urbanisation and population growth rate, the global waste generation is estimated to rise to 2.2 billion tonnes by 2025. A World Bank study showed that urban areas in Asia spent USD25 million per year on solid-waste management, and this figure will increase to USD47 million per year. Despite the huge expenditures, urban areas in most Asia pacific are still grappling with the challenge of preventing environmental degradation due to non-systematic waste management.
Apart from the contamination of water resources and severe air pollution, the health hazard is another key issue to be addressed. Waste management has become an important issue in the Asia-Pacific region for building sustainable and livable cities, and it needs to be resolved through an integrated systems that are efficient, sustainable, and socially supported, and policy-based approach.
